steps to take in building a pay per view video app

hello,my name is tobiloba an intermediate programmer.my skills are python,html and css.im on a project which im finding difficult to implement.the project is all about a video app just like youtube that streams videos for students in any subjects they find difficult..the video will more or less be like a tutor for the students.the app should have a payment gateway where each student makes a little payment before getting access to the video .my problem is now that how do i go from here...i need a mentor to just give me a brief summary of what the next step is,the libraries to use,and any other thing to use
