Well usually it is mandatory, because it’s a declaration for saying it’s a html document.

The doctype declaration should be the very first thing in an HTML document, before the tag. The doctype declaration is not an HTMLtag; it is an instruction to the web browser about what version of the markup language the page is written in. The doctype declaration refers to a Document Type Definition (DTD). But the most important thing is that with most families of browsers, a doctype declaration will make a lot of guessing unnecessary, and will thus trigger a "standard" rendering mode. Not including it will make the browser  just try to parse HTML as best it can. But not all elements will be displayed correctly .DOCTYPE is a required part of all HTML documents

It's optional, but if your code contains html 5 codes, you need to add !doctype to tell the browser that you are coding in html 5 if not, the html 5 codes won't work properly because the browser will assume that you are coding in html 4.

The markup must also be written as well-formed XML. <!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Strict//EN" "http://www.w3.org/TR/xhtml1/DTD/xhtml1-strict.dtd"> XHTML 1.0 Transitional This DTD contains all HTML elements and attributes, INCLUDING presentational and deprecated elements (like font). XHTML 1.1 This DTD is equal to XHTML 1.0 Strict, but allows you to add modules (for example to provide Ruby support for East-Asian languages). <!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.1//EN" "http://www.w3.org/TR/xhtml11/DTD/xhtml11.dtd">
