Can I complete the Swift course and design an app without a Mac?

Unfortunately you'd require to have Xcode installed on your machine which is not possible on windows & Unix systems. Alternatively you can use macOs virtually using VMware or VirtualBox.

You may use The Swift Programming language on Windows and Linux right now as it is open-sourced however using frameworks such as UIKit and SwiftUI isn’t possible without XCode because they are proprietary.

short answer is yes(whit hackintosh) but if you want to publish your app you should have a mac os because you need developers account on appstore and linked to your xcode
