In case of very simple 2D games, a code is about enough, but for more complex and more detailed games, that just does not suffice. As soon as sound/music or animations enter a game, you need more. Just look at some job offers from big gaming studios. They usually don't just hire programmers, but also artists for the models, animators for the animations, sound designers, etc. There are a lot of different roles to be filled.
