Can you use HTML, CSS and Javascript to make an app?

Can you use a web language to make a professional app on Andriod like in Google Play and in IOS in the App Store?

I know that we can convert a website (html, Css, JAVASCRIPT, php...) to an Android app.

But the app won't appear on Google Play Store
