Is it fine to go learn Kotlin if I don't know Java or any actual programming languages?

Been learning HTML, CSS and a bit of JS, but that's it

Yes you can.. But however a basic knowledge of java will be helpful. But you can start with Kotlin. Kotlin was mainly developed for Android and all the hyper is all about Android right now, but Kotlin can also be used for web development. As it runs on JVM you can use frameworks like Springboots. There is a hope for Kotlin in future as JetBrain is continuously developing it. So as a newbie you should try this language.

it's okay, especially if you want to make mobile applications, but the popularity of Kotlin is not comparable to Java and future of kotlin is still questionable.
