Can we really make a functioning website using html css js only and without using any wordpress or wix..?

What platform is used for creating websites using html css and js and maybe php etc.I mean without wordpress.

Well you would need some sort of hosting to get it on the web, a file local in your pc wouldn't work. You could check out firebase hosting:
