No it really depends on your phone version
On my Samsung Galaxy tab3 I can't use let because of its version but on my new phone Android 9.0 I use ES2019 Syntax often
Try using transform rotate it won't work unless you add -webkit. So check your phone version

When I use app JS Run I can use "let". I'm talking about assignments. Where using "let" is considered a mistake. For example "let i = 18;"
