Which language should i use to built an web and app somehow similar to sololearn?

i have an idea to built an app similar to sololearn mobile and web app but i little confuse to which language or framework use to built it. also tell me which database base should i use with

To make a website like Sololearn , you will use HTML, CSS & JavaScript, and for the database of course PHP and This will help you in creating the database (i guess)

There is also Flutter which leverage on html css js.. as for backend..we have to look at target number of users.. php is meant for small projects..then we can talk of MERN ...MEAN..MEVN..Framework
-> looks like Vue was used for sololearn frontend and Laravel for backend..
