What does it mean that HTML is a "living standard"?

I've wondered whether there is a such thing as HTML 6. I did some research, and found out that there is no HTML 6; they say "HTML is now a living standard". What does "living standard" mean in this context?

I think it's a poor choice of words (living). They mean it's the current standard.
