I am wanting to learn Swift 4, but is it required to already be familiar with C and C++ and C#?

no, if you don't already know C don't bother, start directly with Swift. ios apps used to be coded in objective C, now it's replaced by Swift which was inspired by it, taking all the good stuff it offered and improving the "bad" ones.
