Hi Ashutosh,
As Adrian suggested if it's a language you are looking, Java is more suitable as there lot of resources available.
For a framework, you can go for PhoneGap, with which you can develop apps using JavaScript, HTML and CSS; there is one more too Xamarin which is another and powerful one too.
