why is there HTML4 tags and stuff in the HTML section?

Why? Those are quite useless since nobody still uses HTML4,or do they?

Who said HTML4 is useless. People still working on it. HTML5 Just came so people are not much aware. But if you are talking on Sololearn tutorial. So I think they will update Html5 here soon.

HTML5 has some new features but base is HTML4. Html5 is updated version with new features like we get on software or any mobile application.
