Short answer is yes, these are called hybrid applications. With that said, it's not just about using HTML, CSS and JavaScript, you might need to use some native coding, and you will have to learn a tool like Cordova that makes it possible to develop for different platforms. Actually, you can. Windows store apps can be designed with html. Microsoft has a free educational video on this topic. Type in google "Developing Windows Store Apps with HTML5 Jump Start" and go into Microsoft Virtual Academy page.
