How do u make mobile drop down button on click that can appear and disappear
i mean a navigation bar like that of Google play store that can appear and disappear

What you ask for is considered responsive web development.
A navigation bar can be done in many several different ways. There are a bunch of online generators out there at your disposal. These can probably get the job done for you quickly, just make sure you get full access to the source code.
Anyway, I will try to put it quick and simple for you but I still think you should YouTube: " Responsive Website Menu " for more detailed info....
* Elements that are commonly used for navbars...:
<button>, <ul>, <li>, <nav>.
* Libraries often used for navbars...:
Bootstrap.css (built-in classes for navbars) & jQuery, of course.
Now, note that html drops the menu on paper. it will look ugly until you pimp it with css/bs. classes.

About the 'hamburger menu' on Google play store you mentioned. You know when it appears and disappears. This is made by either using bootstrap.css or putting @media in css.
