After updating the css of the php code many times the results on the browser is not reflected, what may be the reason?

Many times while working on css attached with the php file for web, the browser even after refreshing shows the old results but after lot of time it is reflected, all though i save the page the properly refresh the browser, what may be the reason for this(i use xamp server 3.4 version and browser as set to default is crome)

try to refresh it with cleared cache. chrome does that with ctrl+shift+r
