does the random characters used in website address has a hidden meaning ?

for example:

and if yes please let me know how to decipher it ?

yes, some of them just some sort of randomized key or a binary data in base64 encoded string.
they'll always have a meaning in a system, how and why ? only the people who know how the system work know.
