Can I do file handling of C here on Solo learn??

Question

File handling can be easily done on Windows in C language but how here can I do file handling and if by chance I am able to do it then how can I access that file? Also my another question is that in Windows to save a file in a specific drive while coding in C then how can I do the same thing in any Linux OS and also in Android? 'Cause I do sometimes in my phone too...
