You should have some plan about what you're learning.

HTML, CSS and Javascript are a team, if you want to do web programming.

C++ has no obvious relation to that.

So sure, you can learn both, also directly side to side, but do you want to?

First clarify for yourself, where you want to go, then choose the right tools/languages for the job

You can if you are very much interested. Understanding the concept would not be very difficult. JavaScript is nothing to do with C++.

But, it is not advisable to do so.
First learn HTML, then learn CSS and then start learning JavaScript.

My suggestion is that one should start from the front end and then slowly move towards backend.
Rest is up to you. There are no hard and fast rules any way.
