Convert array1D to array2D

Question

I have two 1D array (both of them have 10 elements)and i want to convert it to one 2D array(20 elements [4][5]) .I wrote this code to arrange the elements of an array in ascending order but it gives me numbers in descending order.
Can anyone help which part of this code is wrong??

just change your comparison to < in your swap routine.
