Start with a factorial function, you'll need it for the average weight.
Then, get the size, dynamically allocate an array for that size, and get the elements.
I am not concerning myself with the time complexity here right now, but you can first sort the array using std::sort():

And then repeatedly calculate the weight of the current permutation using a loop and add it to a sum variable, while generating the next permutation afterwards using std::next_permutation():

The function returns false when the first permutation has been reached again (not quite, actually, but if the array is sorted beforehand), so doing this in a do-while-loop will ensure all permutations are considered.
The last step is to divide the total weight by the amount of permutations, which is simply the factorial of the number of elements in the permutation.
