well there's alot front-end technologies which can be used and javascript is handful of it.. such as vue, react, angular, cordova technology, thsese just focus on look and feel of your web project along with handling server fetched data,
and flutter dart based framework.
django from python, tkinter they are powerful, helps along with the front-end and the backend support. and many more to go...
they all at some extend use html css either direct implementation or custom made.

why would someone complicate design so much?? no one will ever use 4-5 languages just for designing purpose.
though, it can be like they may be using desinging sorftwares like figma, adobe xd, and photoshop, as for the initial phase of designing. and then moving forward for its actual implementation in the required language, you can use more than one libraries along with one or two labguages and different frameworks but not even mixing up different languages framework into one.. its just complicated and not all languages gets along.
