How to use a framework? I mean, how to work with it.

A Framework is essentially a library of code. To work with one you would need to learn the specific syntax and code structure that it uses. Examples of PHP frameworks that I have worked with are Codeigniter, CakePHP and Laravel. All those have great online communities and learning resources.
