How to make a program that can learn itself

Question

If it can be as simple as possible.
For less storage
Can access to web and search what its ordered to .
Can accept vocal orders too (so the user can switch to vocal MODE at emergency or if. Cant reach the device .
And it should access to SD card to use as an alternate memory
Finally it should have some voices and tones.. .
.
Can u help(I'm still a beginner BTW) 😊

I think this is a very difficult and giant project. Maybe you should start slow if you are still a beginner. For Selflearning you can use Neural Networks
If you buy pro you should take a look at machine learning course.....

I knew but i try to make something. Even a kid can ask and communicate with
It'll be like a lil friend.

I also knew that it will need a great space in a drive disc or memory card but worth it i think
