CSS Border

Question

Hey guys
i was wondering how i make the css border width shorter
I'm using a "double-border" so when i change the width it changes the space between the double border.
I would like the border to be about half the page in length and not the whole page.

Why dont you use outline property of css to adjust outer and inner border style , color , etc
