I'm experienced with C# and prefer using xamarin to build mobile apps for both android and iOS.

I can't comment on other platforms, but I believe what's "best" is often a matter of how experienced/comfortable you are in other languages.

This question has already been asked many times, you can use search bar.
You should learn Java/Kotlin for Android or Swift for iOS. Other than this you can use cross platform toolkit like Flutter.
