What should i use to make website responsive?

SHOULD I LEARN PURE CSS AND MAKE RESPONSIVE thROUGH MEDIAQUESRIES OR SHOULD I JUST LEARN BOOTSTRAP ? SoME SAY DON’T USE FRAMEWORK RATHER LEARN PLAIN CSS BUT USING FRAME WORK SEEMS EASIER . WhAT AM I SUPPOSED TO DO ?

First learn plain CSS and grab the concepts and later u can use bootstrap or any other frameworks to build websites faster. In some complex design you wont use bootstrap so your CSS knowledge would help you out.

I would recommend css to be lernt first . Because every thing which is done using bootstrap you can do it with css also .
