I agree with all Martin Taylor has said. Yes, you can in theory develop a game without using any game engine and lot of Open GL or Vulcan or DirectX API. Nope, I strongly advise you not to do so cuz that's a rabbit hole you wouldn't want to go into and even if you possibly could you'd give up due to frustration or end up creating your own game engine from scratch.

If you are a beginner then I would recommend Unity with C#, unity is a beginner friendly game engine compared to other ones out there.

Assuming you have no prior experience in game development and want to get started.
Game Engine:
Use a game engine... ANY GAME ENGINE. Few tutorials on any of those will give you an idea of its workflow, difficulty and its capabilities.START SMALL this is very important gamedev takes time to get into it. Still not clear which engine:
1.Godot Engine : upcoming, very beginner friendly , made with 2D first in mind, good docs, lots of tutorials to get you rollin and bonus a really easy language GD Script (Python's easy version for game development). FOSS so it's 100% free. Engine size ~40MB. If you want results fast use godot. And... yeah it doesn't care if you don't completely understand OOP. You can also use C++ or C# but why should you?
2.Unity : steeper but slowly rewarding learning curve, way lots of tutorials & books, C# for coding, awesome asset store, industry standard, cheaper comparitively but not free.
