im hating css . can i skip css and move on to javascript?

Zihan Sabah bro, whole concept of learning is memorizing. It is not specific to css. Some people may say "you don't have to memorize just practice many times". When you practice something at same time you are memorizing that something.
When you will learn there also you have to learn and memorize and practice.
Don't memorize CSS just do a lot of practice.

dubdevil 4725 is correct, as JS is not only used for Web Development, you only need CSS if you plan to use it for that.
The other question is-
Are you bored with it because it is easy or because you find it hard.
If it is because you find it hard, then you are going to want to put your time into it, as JS is harder.
If it's too easy, then go ahead and move on. Just not completely.
That is one of the beauties of this style of learning, you can come back to it whenever.
So do 80% of your study each day on JS and the other 20% completing CSS. It'll be much less boring in smaller chunks.
CSS is not so essential that you must know it first, but you will definitely want to complete it eventually if you plan on doing anything related to Web page design.

You can skip CSS and start with Javascript.
At some point, you'll want to know CSS as well, but the order doesn't matter.
You can mix it in later as needed.

Skipping it now doesn't mean skipping it forever.
I suspect, adding a bit of CSS into the mix will naturally start to make sense as soon as the asker gets into the situation of wanting to make the page pretty.

Look I can guess why you hate css...because it is boring while learning....if you know basic css or at least 30 percent then start some practice.....practice by making some portfolio website and try to make it look beautiful...it will surely make css interesting

CSS is styling language. Just practice it is very easy. If you skip this you can't create a stylish web page

css and Javascript is totally different. But it is always recommended to learn css before Javascript.
