Is it literally possible to ever become a professional web developer or programmer, without ever stepping in a university ?
I'm studying at home because I don't have money to go to any university or college. But I want to be a professional programmer.

i really does not matters if you ever went to collage.
But by this way you must make a strong portfolio
( list of applications and programms you've created)
you can literally forget about collage if your portfolio is impressive enough.
here are some suggestions i would like to give you,
1. find a mentor : you surely can learn all of it without a teacher but if you get someone to teach you , the whole learning process gets boosted
you can also pay a professional programmer in ur local area and be with him during his coding hours.
2. Never expect that u will get everything for free:
believe me there is no such thing as free lunch in this world.

they can be greatly useful

Of course. A college or university is just for more 'official' look. You can become a professional at anythig without ever going to college as long as you are dedicated and can work hard. Programming especially does not require college. In fact, when I interviewed a programmer last year, he told me his greatest regret was going to college. He thought it was a waste of time and money. Hopefully that answers ypur question!
