Please note that the word "Application" (or "App") may refer to:
1) A program that may be ran on a mobile device. There are different OS's so all of them run apps with different extensions.
2) A web app, basically a program that is running through a web browser.
Actually, both of them is possible to create using a smartphone, although I recommend to use a PC.
For Android app development there is an IDE named AIDE (if I am not mistaken). Web code may be written even here, on Sololearn playground or you can also install an IDE from Google play, for example the one named WebCode or AWD.
