Can learning a programming language from a boot camp like SoloLearn enough to make me experienced at the language

No but it can get you started learning about something new. If you want to become a web developer, make a website. If you need ideas for what topic to have, make it about yourself, your portfolio, and resume. Sololearn certificates won't impress employers much because employers won't recognize Sololearn and the courses are actually very easy. Finishing a Sololearn course can help you get started learning a new topic but the certificate won't prove you have a lot of knowledge or skill. Getting a software development job requires a lot more self-study and effort. If you want to make websites or web applications, a responsive, impressive looking web portfolio would help. Look at junior job postings that are close to what you'd want to apply to. If they ask for skills you don't have, find a way to demonstrate those skills with something new in your portfolio. Don't worry if the job becomes unavailable before you finish because your new skill and portfolio item could be useful in a future job posting. There are some freelancing websites like upwork and freelancer.com that you might want to try for small tasks and experience.
