Can I learn machine learning in as 13 year old teenagers?

I am Tanush I have completed python and c++ and now I am thinking for machine learning will I be able to learn it and which source is best?

If you know python I would suggest starting from kaggle and then as you encounter new concepts you can learn about them from various resources on net in case you want to dig deep Iike how ml algorithms work
