Is it important to learn webGL to make 3D graphics movable on a webpage?

I m using js,html and CSS but it took lots of stuff to move such graphics so I've heard somewhere that webGL Is good in these type of work with 3D graphics on a webpage

look at p5js its a js library to simplify interactive design.
there are some tutorials and example about 3D with webGL
