Do you need a license to use the Unreal engine.

Question

I am now using unity engine for game devolopment but it needs an additional license for just building it in Xbox etc.
Do you need a license for each and every feature in the Unreal Engine?
If you need a license, is there any other game engine that dosen’t need a license.
Also is c++ hard to learn because it is needed for the Unreal engine.

It seems Epic Games made their engine completely free since 2015.
Even for Xbox and PS.

Yes the developer who made that engine can ask for license to use there engine but some developers give people acess to use there engines freely
