Looking for all platforms to deploy a ruby on rails app both free and paid.
want my rails app to be up and running on the web

Free options are limited, such as Heroku, you must go for the paid options if you want your app to be up and running. AWS, and Digital Ocean are good paid options to consider for hosting a Rails app.
