Hello I am from non mathematical background. And which program language didn't need math skills ?

You do not need your mathematical skills to make simple web design.
But the moment you step on javascript that's pure mathematics.

while other programming language such as Java c plus plus Python are totally mathematically dependant

Guess you'd need to learn just HTML and CSS. Others requires at least basic mathematics to run them
