For animation you just have to know about animation programs.
How you can use programming for animation?

You can use but this will be difficult and time wasting task for man who just wants to be a animator.
But if you wants to make softwares for animation then YES!

And if you also wants to be a game developer in which you can do animation then yes for game development you need programming but not for animation.

Possibly not, unless as Shail Murtaza said, create an animator software, or as you are learning machine learning, you can use the knowledge to enable the computer to make an animation itself.

Being an animator has nothing to do with programming I would say.
