Packet tracer is a network simulation tool by Cisco. I had some hands on experience in the past and I don't remember much.

It is basically used to visualize different network topologies and how are the packets moved from one layer to the other in the OSI model.

You will have to learn Command line interface and basic knowledge on C/C++ will help you build some cool IOT projects.
