Should I Learn Bootstrap 4 or W3.CSS

I'm So Confused of which should I learn

It's up to you. Both of them are CSS frameworks used to style your website without actually writing CSS code. In my opinion, these frameworks should be used either when you don't have time to create a UI design or if your design skills are not sufficient for some purposes.
Personally I prefer just writing plain CSS code instead of using any framework.

It's yourchoice basically they dont give you all what you want like a nev bar with some additional styles etc. So it is better to learn CSS first. Yes you can use them for some sort and simple tamplet which will be a good choice
