What are the things that we have to know or learn for designing the proper web application?

If I wanna develop a web application then... what is the proper process?... what are the steps I've to follow?... what are the languages I've to learn?... what is the approach I've to use?...plz explain.

at first, learn html, css, JavaScript, jQuery, php and sql.
then take a pen and some paper and draw the site you want to make. and then write the code.
