How much HTML, CSS, JAVASCRIPT for Front end

So I'm starting to learn Javascript now. My goal is to the get to Php. Just wanted to know how well do I need to know html/CSS to get into front end development? Also what's the big difference between php and Ruby for Front end

html, css, and Javascript for front end is the standard really, php and ruby both do back end pretty well, i prefer php for database purposes and ruby more for scripting/modules but that's just my preference, both are well developed languages for back end and dont make much of a difference front end
