Is it possible to an application using HTML/JS on MacOS?

I wanna code a gift for my dad and I need to code it that if he clicks a button an application will open. Like if you open a YouTube link on the smartphone and it asks to open it in the app.

Is there a possible way to do this?

Did you mean to create an app for osX
Then if , use `electron.js `

i mean like that it opens for example photoshop, because i know that there are links to open applications
