Why this problem has been occurred and how can I resolve this?

Yes, that is a weird problem. I'm using Windows 10 and I can actually copy a running .exe file without any problem. I was surprised that I can even CTRL+X or cut it to move the exe to another directory. I just couldn't delete the file.

When do you run into that message?

Why are you trying to copy the exe file from a running program?
