HTML and CSS are used to build websites. Html is used to make a structure and CSS is used to give a Look and Feel to that structure.

So just think like this you are making a house but there is no colors on the wall, everything are not perfect, your front portion of house is small and backend portion of house is big so just feel how your house will look like if there is no colors, there is no perfect structure, everything are not good.
