Python is harder than HTML there is just a lot more to it. However they allow you to do different things, so choosing between them is really not meaningful. Note that learning HTML by itself is practically pointless.
and if want to learn html u should learn css and javascript after that

As, If You Learn Pygame or Tkinter it is Surely Harder Than HTML.
On The Other Hand, If You Learn Python Basics & Some Basic Modules,
It's Easier Than HTML...

We should not compare 2 languages as they are two different fields,
HTML is purely used for web development.
Whereas,
Python core is a multi purpose language.
The hardness depends upon the user, that how he uses it......
