why there are other accounts that can't like code bits of someone in sololearn?

I created a 3 dummy accounts just to prove it, when i like the code bit of my 1st acc using my 2nd acc it works my 2nd acc receive a notification, but when i try to like the code bit of my 1st acc using 3rd acc its not working anymore i wait until 24 hours. I created the 2nd & 3rd acc with the same time, same day, same month,

SO WHAT THE SEEMS TO BE THE PROBLEM?

You said 2nd account voted 1st account's code, but why the 2nd account be the one who receives a notification? shouldn't the 1st account be the one who received the notification?
