Can someone help me making my index page?

Question

I need someone who has knowledge about html and css and Javascript, I have created the finish output (I mean how does the page look like) and I'm trying to make it now by html but I'm facing problems and I'm not satisfied about the output.

I have to say also that I'm beginner in html and css and Javascript, I just know the basics

I'm not sure if I can describe the problem, for now I have a problem with the footer, I want an image in the end of the page
position: static; margin-bottom: 0 could help but not really because it's not on the same page's margins, and fixed made it in the same page's margins but it hide the content of the page
