You don't need to program in Linux, every OS it's good for programming. But... if you want to program plugins for distro linux, if you want to collaborate in the Open Source world, install a distro like Apricity or Ubuntu. Free/Light/Nativaly ready to deploy packages using the console. When you start to use to use Linux you even can guess how to download some packages without Google it. Save a lot of time with some practices.

Operating systems like Windows and Mac OS tend to be restrictive in the functionality they allow for software developers, e.g. software permissions. This is intentional, because the average consumer doesn't really worry about what's happening behind the scenes and doesn't pay much mind to the libraries they are restricted from using. Linux is different. Everything in a Linux system can be fine-tuned exactly to what a developer needs, and developers have full reign over system libraries, partitioning, firewalls, data packets and sockets, etc. if they use Linux. With great power comes great responsibility, though, and it shouldn't be taken lightly.
