Python, PHP, Ruby, NodeJS?
If I've started with HTML, CSS and JS, which next language is better for full stack web-development if I have basic knowledge of C ? But I've never made any project , just working on theory and do some practice. I'm not comfortable if I can't do all that I working on, or can't understand all by myself. I already have read the discussions about php/python/ruby/node.js. And I have no answer. It's important to do less work for the same thing and to be universal and comprehensible for one language, and of course to be popular. Which one it is? Or I need to study PHP anyway?

PHP is very easy to learn and very popular as backend for websites. This language is created for this. It is very convenient for creating dynamic sites. Most webhosts have PHP support.
But this language does not hold the programmer in any framework and allows you to write bad code that will work. But this is not a language problem, but a programmer's problem, writing good and understandable code.
First you can start with PHP. But I would recommend studying in parallel a more rigorous programming language, for example Java, C / C ++, Python ... This will help write good code.
Good luck!
P.S.
Node.JS - more suitable for online services, such as chats. Since node.js is a JavaScript runtime environment, this language is well suited for such purposes, since it can handle events.
Python and Ruby - universal programming languages, with ample opportunities. They can be used for any purpose.
